OR since God is dead,this SCP now considers itself to be the rightful successor in ruling the universe,therefore its manipulating humanity and most importantly the foundation (by mind controlling its leader,Dr Clef) in order to (there are 2 possible reasons):
1)Control and possibly destroy all entities that might disturb the order of universe until God returns.Cosmic level SCPs can disturb reality itself,therefore they are a threat to the order of the universe (natural laws,causality etc.) .
2)Since it considers itself the rightful "king" of the universe, he could control humanity via the foundation in order to neutralize or destroy all possible rivals (the hostile SCPs).
Of course, the could always be benevolent reasons but malevolent reasons are always more interesting for me.
I was led to believe by the article is that it's the angel/Seraphim guarding the entrance to the Garden of Eden, forbidding humans to enter back inside it and herald in the Apocalypse, as mentioned in Genesis. (No wonder Cain and Able react adversely to it.)
So IMO it's actually a giant neutral force but under a much greater and divine order to stand guard (hence it's Euclid/Keter designation), and commanded the founder of the SCP (possibly not Clef?) to collect all the anomalies thereafter.
I think that this incarnation of SCP 001 is the best one,sure it's not exactly following the cosmic horror-ish/homicidal theme of other keter/euclid SCPs but it has this mysterious feeling about what is exactly is like.
Personally,because i like to blend things from other universes and because SCP is all about your own speculation ,i'd say that this SCP is most likely an angel (the last one maybe) which descended on this universe from heaven,because God disappeared (yep Kult reference right there),and it has no clue what to do now that its superior is no longer there to order it (that's why it refuses to make contact with humans or the foundation , but still commanding Dr Clef to "PREPARE!" by caging all SCPs who pose a threat to humanity and reality itself).
